Fifty years after his death, Franklin Delano Roosevelt remains the American who more than any other shaped this century. Not all his achievements have been enduring: If Social Security remains politically untouchable, as he foresaw, New Deal programs like high tax rates, farm subsidies and support for industrial labor unions are fading into history. As this bold experimenter might admit, policies designed to help an industrial country in depression may not serve a postin-dustrial country with economic growth.
