Turkey and Iraq: The Making of a Partnership

Turkish-Iraqi relations have undergone a dramatic turnaround since 2007. The change in Turkish Iraq policy was driven by both domestic factors, primarily Turkey's Kurdish question and the ruling Justice and Development Party's, (AKP, Adalet ve Kalk?±nma Partisi), desire to become a global player and an influential force in its neighboring regions. Underlying these ambitions is the burgeoning Turkish economy's need to deepen commercial links with everyone and find new export markets. Post-Saddam Iraq offered new opportunities for the AKP to seize. The Turkish government abandoned its policy of undermining the Kurdistan Regional Government (KRG) in northern Iraq and instead opted to work closely with both the central government in Baghdad and the KRG.
