Factor Analysis for the Efficiency of Japanese Ports from the View Point of the Financial Factor

Due to the global competition of ports, container transaction volume (number) on the domestic ports decreases and the difference with the main ports of other Asian nations has also spread. In order to revitalize domestic industries through the global competitiveness of a port under such a situation, the government adopts the new policy characterized by "selection, concentration", and "privatization" of a domestic port. While this policy focuses on the conventional specially designated port, other major ports should be also focused on and we should consider how to manage their ports efficiently under the severe financial situation of municipalities. This paper evaluates the technical efficiency by using the method of DEA and analyzes the factor of its efficiency. The result shows that the financial transfer from other accounts lowers efficiency, it is difficult to provide port services by one city and there is a need to clarify the roles of port authorities.
