摘要

This is the second of six papers describing work done within the Government Office for London's Congestion Charging Research Programme. The Programme is described in two reports published by HMSO. The first summarises the principal findings of the Programme, whereas the Final Report is much more detailed. An initial assessment of technology was undertaken by the Transport Operations Research Group (TORG) of the University of Newcastle, in 1993. Subsequent work on the technology of charging was undertaken by a team of The MVA Consultancy, Ian Catling Consultancy, Softwright and Insight Consultants. Work on the administration of Congestion Charging was undertaken by Touche Ross (now Deloitte & Touche Consulting Group). Tony Travers of the Greater London Group of the London School of Economics advised these two teams. This paper draws largely upon the work undertaken in the latter part of the Programme, to which the TORG assessment provided a part of the background.
