Active traffic management (ATM) - with hard shoulder running (HSR) as a key component - is now officially set to roll out on 13 new sites across England over the next six years. The UK's Department of Transport (DfT)'s January 2009 announcement has fired the starting gun for a massive expansion of this pioneering UK approach to congestion reduction.
