INNOVATIVE FUNDING

摘要

As a long-term funding mechanism for the implementation of the AAP, the TVJSU has proposed art innovative Joint Infrastructure Development Allocation (JIDA) scheme. This would use a series of regional and national funding allocations to pump-prime key transport infrastructure at the start of each five-year phase; and then 'recycle' contributions received under financial planning obligations from developments that come forward within the current phase back into the JIDA 'pot', for iteration during the next five-phase. While the proposal has attracted considerable interest in Central Government, it is currently awaiting legal advice from the Treasury and on necessary changes to national planning legislation.
