PNG TACKLES THE '3R CHALLENGE' OF LOGGING CODE IMPLEMENTATION

Papua New Guinea (PNG) introduced its Logging Code of Practice (LCOP) in 1996, and in doing so established itself as a front-runner within the Asia-Pacific Region. The implementation of a LCOP is part of a long journey towards sustainable forest management (SFM) and to use a sporting analogy, front-runners need to keep refreshing their tactics and energy if they want to stay in front or even stay in the race! Kanawi Pouru, the Managing Director of the PNG Forest Authority (PNGFA), keenly remembers the introduction of the LCOP, but after 16 years he was concerned that PNG was losing ground: trained, experienced staff were retiring; new staff were not being trained in the LCOP; and budget constraints meant that the PNGFA increasingly did not have the capacity to monitor and enforce the LCOP. As a result, Kanawi decided that it was time for PNG to refresh its approach to the LCOP and in 2012 he initiated a review of the LCOP with the support of the Australian Government and FAO, through the project GCP/PNG/003/ AUL "Promoting sustainable forest management by developing effective systems of forest planning, monitoring and control in Papua New Guinea".
