It was 1994 when the Millennium Commission published its 'Criteria for Millennium Projects'. Key criteria were expressed in two fundamental bullet points: 1. It must enjoy public support 2. It must make a substantial contribution to the life of the community it is designed to serve. In making its choice between different proposals for Millennium projects, the Commission sought projects which: 3. looked back over the Millennium or forward into the new one; 4. would be seen by future generations as marking a significant moment in national or local history; 5. are of high architectural design and environmental quality; 6. include partnership contributions to demonstrate the real support of the local community; 7. would not be possible without Millennium Commission funding; 8. would not normally be supportable from public funds nor fall within the scope of another lottery distributor.
