Registration and licensing of structural engineers

From 1 May 2005 a new system of certification of the design of buildings erected in Scotland has been in operation. This was introduced under the Building (Scotland) Act 2003 which created the role of Approved Certifier of Design. Approved Certifiers are able to issue a certificate that confirms that the design of a building complies with the Building Regulations and are then not required to submit full drawings and calculations to the relevant local authority for checking before a Building Warrant can be granted. It is intended that eventually there will be many schemes of certification covering different aspects of the Building Regulations. However, the first to come into operation has been that dealing with the structural requirements of the regulations. The new scheme replaced a system of self-certification that had operated since 1992.
