In the late 1970s, the New South Wales government decided that a new fleet of trains was required to improve public transport in the state. The original idea was to order 40 loco-hauled carriages and 41 high-speed railcars, but early in 1978 Commonwealth Engineering of Granville, New South Wales, tendered an alternative bid based on the British Rail 'Intercity 125' high-speed train, the HST.
