The new Strategic Concept

The final document, called Active Engagement, Modern Defence, provides little in terms of technical detail but builds a consensual statement of how NATO seeks to position itself for the coming decade. Secretary-General Anders Fogh Rasmussen successfully navigated many of the pitfalls presented by different member-government positions. Nevertheless, it is clear that implementation of the guidelines agreed at Lisbon will be the proof, or otherwise, of NATO's successful adaptation to modern demands.
