Prior to the privatisation of the Electricity Board's in 1990 all users of electricity had to purchase electricity from their local Electricity Board. Following privatisation, certain categories of consumers were allowed to purchase electricity outside the franchise market from a licensed supplier as an alternative to the host Regional Electricity Company (the REC licensed to supply electrical energy within a defined geographical area as the First Tier Supplier). Where electricity is supplied by a supplier other than the host REC, the supply is classified as Second Tier.
