Readers may recall that the Water Services etc (Scotland) Act 2005, passed in February, makes provision for the introduction of a Water Industry Commission (WIC) to replace the erstwhile Water Industry Commissioner, Alan Sutherland. The five person WIC was appointed on 24 June and began work on 1 July under the chairmanship of Sir Ian Byatt, a previous Director-General of Ofwat. Professor John Banyard was an executive director of Severn Trent; Dr Michael Brooker was chief executive of Welsh Water; Charles Coulthard was managing director of gas and electricity regulation in Scotland; and Professor David Simpson was economic adviser to Standard Life. Ian Byatt, John Banyard and David Simpson have already been acting as advisers to the Commissioner. The Commission brings a wealth of industry and regulatory experience to bear and Alan Sutherland remains as chief executive. The Commission will take over the task of producing the final determination of charges for 2006-2010, due at the end of November.
