Wheeler Suggests IP Transition Trial Proposals Should Include Incentives for User Participation

FCC Chairman Tom Wheeler has said that in reviewing proposals for IP (Internet protocol) transition trials, the Commission will be looking to see how would-be sponsors plan to present the trials to consumers and how much the "cohort" of potential end users "looks like America." Speaking at a Feb. 6 National Journal LIVE policy summit on the IP transition, Chairman Wheeler added that if would-be sponsors come in with a plan to give consumers an incentive to participate in a trial, such as "five bucks off their bill, that's a good thing."
