Polityka transportowa większości rozwiniętych państw zakłada równomierny rozwój poszczególnych systemów i środków transportu w celu uzyskania spójnej i nowoczesnej sieci transportowej. W Polsce przyjmuje się, że celem tej polityki jest osiągnięcie systemu transportowego zrównoważonego pod względem technicznym, przestrzennym, gospodarczym i środowiskowym. W rezultacie prac studialnych nad systemem infrastruktury transportowej w Polsce opracowano programy jej rozwoju, które zostały jednak zrealizowane w minimalnym zakresie ze względu na brak środków finansowych (Suwara, 1998). Opracowane prognozy przewidują wzrost przewozów krajowych i międzynarodowych na sieci transportowej w Polsce. Do 2015 r. zakładają one zwiększenie przewozu osób o 60—70% oraz wzrost przewozów masy ładunków o 35—65%.%Drawing into attention to the enlarging tendencies of economic co-operation in the regional scale we can observe an intensification of transport links. Joining transport systems of selected countries shows that a transport sector will be one of the most important areas of integration. One of the fundamental problems determining development of transport in the European Union from 90s is a transport infrastructure. Prognoses confirm that an infrastructure is not able to take a foreseen increase of road traffic. The elaboration presents a trial of analyses of transport infrastructure development in Poland in 1992—2002 in the light of suitable processes observing in the West countries of the European Union. A survey, which for a target take a synthetic estimation of development measure, was conducted with application of multidimensional comprise statistical analyses. In spite of general expectations instead of level, structural comparisons suggest increasing development disproportion between Poland and advanced countries of the European Union. Without suitable investment outlays Poland will not be able to participate actively in creation of transport space.
