Now that a presidential commission has weighed in with recommendations for returning the United States to the moon without breaking the bank, the job of transforming the U.S. space agency into a lean, mean exploring machine falls to Congress, the White House and NASA itself. Edward (Pete) Aldridge, chairman of the President's Commission on Implementation of U.S. Space Exploration Policy, said NASA can lead the way back to the moon and on to Mars without a much larger share of federal spending if the commission's recommendations are taken to heart. Those recommendations, detailed in the commission's 60-page report, "A Journey to Inspire, Innovate, and Discover," include streamlining NASA's bureaucracy, privatizing its field centers, and engaging the private sector in new and creative ways.
