Institutional change and social stability in Georgia

摘要

The system transformation of Georgia has not yet resulted in institutional stability. The system is functioning on a basis of the balance of power, which may evolve over time, causing destabilisation. Strong antagonisms among competing powers may be described as a situation of distrust, or pictured as an hourglass, in which narrow midpoint corresponds to the missing institutions of fair competition and representation.
