The Effects of Time and Tide on San Diego Beaches

In 1996, the San Diego Association of Governments (SANDAG) initiated the Regional Shoreline Monitoring Program. This comprehensive approach to monitoring the shoreline provides data that can document changes to the shoreline over time and provides important information to decision-makers when beach replenishment efforts are contemplated. The results of the program have provided useful data to a variety of resource agencies and organizations in the San Diego region and across the country. Specifically, the program provided valuable data for the design of the 2001 Regional Beach Sand Project and helped guide the selection of candidate beach sites. Although the monitoring requirements imposed as permit conditions of project approval have ended, SANDAG will continue a modified monitoring program and utilize the valuable lessons learned in planning for future replenishment efforts. Funding for long-term and ongoing replenishment efforts is limited and SANDAG is working to facilitate the use of opportunistic sand sources by coastal cities. The monitoring program data will be used to support the implementation of the Sand Compatibility and Opportunistic Use Program (SCOUP). SCOUP provides protocols and templates for a generic regional opportunistic sand program, allowing local jurisdictions to take advantage of opportunistic sand sources and place compatible materials on area beaches.
