The drive to make shipping greener is particularly pressing, following the IMO Marine Environmental Protection Committee (MEPC) meeting in April at which it agreed to adopt a strategy to "reduce the total annual GHG emissions by at least 50% by 2050 compared to 2008, while, at the same time, pursuing efforts towards phasing them out entirely." The MEPC also ruled that the reporting of fuel oil consumption would become mandatory in 2019, and looked at amendments to international Ballast Water Management rules, the disposal of marine litter and biofouling guidelines. Further discussions are set to take place at the MEPC's next meeting in October. While the benefits of navigational, environmental and safety measures are clear, they create a logistical minefield for captains and crews who find themselves at risk from prosecution for infringements, whether intentional or not.
