The National Capital Council presented its fifth annual Congressional Sea Services Award to U.S. Rep. Mark S. Kirk, R-Ill., a Naval Reserve intelligence officer, during a Sept. 23 reception at the Rayburn House Office Building in Washington.rnKirk, a Naval Reserve commander who is serving his fifth term representing Illinois' 10th Congressional District, deployed to Afghanistan in 2008, the first time a U.S. representative-reservist had deployed to an imminent danger area since World War II. He served as a special adviser for counternarcotics in NATO's International Security Assistance Force Regional Command (South), located at Kandahar airfield, during the deployment.
