Competing for FundsrnThe White House's fiscal 2013 budget request includes a plan to put the Port Security Grant Program and 15 other prospective recipient programs under one umbrella - the National Prepared- ness Grant Program.rn1.The White House's intent is to sustain existing security capabili- ties rather than implementing new ones.rn2.Ports managers consider the Port Security Grant Program an essential cornerstone in their efforts to ensure the safety of their facilities.rn3.The seaport-management community is concerned that lump- ing all of those programs together would have it competing for funds with first-responder agencies and organizations.
