When Vice Adm. Kevin M. McCoy became the 42nd commander of Naval Sea Systems Command (NAVSEA) in June 2008, he faced the challenge of sustaining a fleet that had been run hard after seven years of war and other operations, stretched from the demands of combatant commanders, and constrained by increasing shipbuilding and maintenance costs.
