The Department of the Navy's $161 billion base budget request ignores mandated caps on spending for fiscal 2016 to pay for top-priority items, such as nine new ships, 13 F-35 Lightning Ⅱ joint strike fighters and 16 P-8A Poseidon multimission maritime aircraft.
