It is hard to find two issues that more starkly highlight the differences between Barack Obama and Mitt Romney than climate change and environmental regulation. At the same time, whoever wins the election will have to cope with sharp constraints on his ability to implement those policies. Obama agrees that humans are causing climate change and says the federal government should take action to curb the emission of greenhouse gases that are contributing to global warming; Romney says the causes need more study, and that it's not clear that the government should do anything about greenhouse gases.
