With generally buoyant shipping markets but increasing regulatory pressure for high standards and safe vessel operation - not to mention a very tight labour market - it seems inevitable that shipowners will have to pay more for safety and training. If an owner manages his own fleet, such decisions are relatively straightforward. But what if, as is increasingly common, the vessels are operated by a third-party manager?
