Writing in the May 1989 issue of SASI, C W Koburger, Jr, Captain USCGR (retired), looked at the recent Exxon Valdez oil spill and the "catastrophic ecological damage" it had caused in the Prince William Sound region of Alaska.rnKoburger noted that "an accident was on the way" from the moment the vessel exited Port Valdez, since the actions of the master fol-rnlowed neither company policy nor USCG regulations. The spill-contingency plan of the Alyeska Pipeline corporation was also "illusory" and didn't kick in until the situation was "beyond effective recovery".
