The International Maritime Bureau (IMB) has lamented the lack of national legislation that it says would enable military commanders engaged in the security effort off the coast of Somalia to tackle piracy more effectively.rnIn its Annual Piracy Report published in January, the IMB said it was 'a pity' that governments were not applying Article 2 of the United Nations Security Council Resolution 1851 "as a basis for the Rules of Engagement to their naval commanders with vessels off the Horn of Africa". Article 2 calls upon states and organisations to tackle piracy by deploying warships and military aircraft to seize and dispose of any vessel or equipment used for (or suspected of being used for) piracy.
