SALVADOR: THE EXPERIENCE OF ROAD MAINTENANCE FUND

Le réseau routier du Salvador, véritable patrimoine national, constitue une plateforme essentielle du développement social et économique du pays. Dans les années 1990, ce réseau se trouvait dans un état avancé de dégradation en raison, principalement, de la pénurie de ressources consacrées à son entretien. Avant la création du Fonds d'entretien du réseau routier, le FOVIAL, la gestion des routes était sous la responsabilité du Ministère des Travaux Publics. Cette institution ne parvenait cependant pas à assurer cette tâche, dans la mesure où 85 % de son budget étaient alloués à son fonctionnement administratif et 15 % seulement aux travaux d'infrastructures routières. Cette situation a entraîné une dégradation accélérée du réseau routier national, affectant les usagers, les différents acteurs du secteur de la production, ainsi que le développement du pays dans son ensemble.%The national road network is one of El Salvador's most valuable assets, an indispensable platform for the country's social and economic development. In the 1990's, this network was in an advanced and growing state of deterioration, mainly because of insufficient resources dedicated to road maintenance. Before the creation of the Road Maintenance Fund (FOVIAL), highway maintenance was the responsibility of the Public Works Ministry, a department which could not cover the necessities of road maintenance, to an extent that 85% of the budget was dedicated to administrative costs and only 15% for the road works. This situation brought as a consequence the accelerated deterioration of the national road network, with negative effects for users, productive industry sectors and general national development.
