To keep the Internet growing "uninhibited by new and complex tax burdens," Congress should adopt legislation proposed by Rep. Christopher Cox (R., Calif.) that would permanently extend the current ban on multiple and discriminatory taxes, or at least extend it for five years, Virginia Gov. Jim Gilmore (R), who headed the Advisory Commission on Electronic Commerce's (ACEC's) review of e-commerce taxation last year, told a House panel June 26.
