For more than 30 years the highly respected International Institute for Strategic Studies (IISS) has been compiling its Strategic Survey, which is, in effect, a series of discursive essays on the majorrnpolitical problems of the world and its regions. The present issue covers events from May 2005 (the reelection of a Labour government in the UK) to May 2006 (the independence of Montenegro).
