In search of dynamic stability

The strategic planning of railway infrastructure, rolling stock, and operations and the development of the railway system were relatively easy technically and practically when a single body - the integrated national railway - controlled all railway resources. There was a long tradition of planning and control within the railway, and the character of the system made it necessary to adopt a long-term strategic vision of the business. Railway employees often remained in the system throughout their working lives and a culture based upon more or less 'stable railway values', of which one important element was that the railway should be a public service provider, developed. All this gradually changed during the nineties.
