NR not 'world-class' yet, says RFG

Responding on December 1 5 to consultation on Network Rail's Strategic Business Plan (RBI306 p1), the Rail Freight Group urged ORR to stand firm on its proposal to demand a further efficiency improvement during Control Period 4 similar to that anticipated in CP3. Noting NR's frequently-stated ambition to become a 'world-class railway', RFG interprets this as 'driving down costs and improving efficiencies'. Evidence provided by EWS to ORR at an earlier stage in the Periodic Review process had demonstrated 'not only that NR can achieve such an ambition but that it can be done at an affordable price still significantly lower than at present', RFG points out. 'Thus, we continue to believe that a further 31% efficiency saving in the next Control Period is not only achievable but essential for the future of the railway and its customers'.
