The first 'second-generation' Route Utilisation Strategy published by Network Rail in draft for consultation on October 11 provides an overview of the north of England, embracing routes included in at least five of the first generation of RUS documents.rnThe Northern RUS considers 'gaps' between capacity and demand that are not being addressed in Control Period 4. This is with a view to informing the production of NR's Initial Strategic Business Plan for CP5, due to be published next summer, followed by the government's High-Level Output Specification in 2012 (p5).
