Industry insiders are becoming increasingly confident that DfT intends to meet its timetable for re-letting the Intercity West Coast franchise. As one senior insider told RBI, '1 think that the DfT plans to have the new franchise starting on April 1 2012 to the extent that everything else is moving further along the calendar'.rnORR had written to all current and potential holders of WCML track access rights on May 14 2010, seeking to identify aspirations for new or amended rights. 'We expect to receive a number of applications for either new or additional access rights, including one from the Department for Transport for the new franchise', said ORR.
