On the day before the government's command paper on the railways was published, Sir Roy MeNulty updated the Railway Study Association on some of the responses to his Rail Value for Money Study, and how it was likely to help reshape the industry. During the ensuing discussion, he was asked what the annual subsidy paid to the railway was actually buying. '1 don't think anybody understands what the subsidy buys', replied McNulty.
