ORR proposes £2bn of efficiency savings in CP5

Published on June 12,ORR's draft determination of Network Rail's outputs and funding for 2014-19 finds that NR 'has the opportunity to improve its efficiency by 20%.Described by ORR Chief Executive Richard Price as 'stretching but achievable',the efficiency savings proposed for CP5 equate to a cut of around £2bn to the expenditure proposed in NR's Strategic Business Plan (RB1430 p1).Renewals expenditure provides the majority of the savings.Spending on enhancements,dominated by major projects such as the Thameslink Programme and Great Western Route Modernisation,tails off sharply in the final year of CP5 when these schemes should be commissioned.
