Southern DOO is safe, says ORR

With ASLEF and RMT continuing to insist that driveT-only operation is unsafe, on January 5 ORR published a report by HM Chief Inspector of Railways on DOO at Southern. According to ORR, 'with suitable equipment, procedures and competent staff in place the proposed form of train dispatch intended by GTR-Southern meets legal requirements for safe operation.'
