In 1993, the report An American Imperative: Higher Expectations for Higher Education identified a disturbing and dangerous mismatch between what American society needs from institutions of higher education and what it is receiving. At the same time, the use of the quality function deployment (QFD) technique to ensure that the wants and needs of the customers were incorporated into school curriculum and teaching methods was proposed. A 1997 manual elaborated on the proposal.
