Ireland's crippled commercial property market could be hit a further blow in the form of changes to stamp duty legislation.Brian Lenihan, Ireland's minister for finance, is considering taxing developers by making changes to land purchases that bypass stamp duty by using 'resting on contract' provisions.The resting on contract provision is a lawful mechanism whereby a landowner sells a site to a developer and receives payment in full but does not transfer the title of the land.
