CCT for engineering and technical services - an appraisal

In just over a year, nearly two thirds of local government construction activity in English metropolitan districts and London boroughs will be subject to compulsory competitive tendering (CCT). Now firmly established for manual services, the Government is planning to extend CCT to all non-manual municipal services including engineering. The move is not without controversy. This paper reviews current perceptions and highlights the uncertainty felt by both public and private sector engineers alike over the future of British municipal engineering.
