TRUTH AND MYTHS CONCERNING TIDAL POWER PLANTS

The expediency of TiPP construction is the subject of a critical review.rnIn the past decade, scientific-research and design-survey studies involving tidal power plants (TiPP) have been activated in Russia. The introduction of megaTiPP has appeared in the "General plan for disposition of power-industry projects to 2020," "Program for development of Russian water power in the period to 2020 and prospects to 2030," and other plans and investment documents. In the "General plan…," for example, it had been proposed to introduce the 700-MW Mezenskaya and 200-MW Tugurskaya TiPP prior to 2020. In the "Program for development…," the publicly owned joint-stock company GidroOGK has been commissioned to introduce the 12-MW Severn TiPP in 2010, the 2500-MW Mezenskaya TiPP in 2019-2020, and the 510-MW Tugurskaya TiPP in 2020. The author of this paper has repeatedly cautioned against the untimeliness and inexpediency of these plans. This same viewpoint is held by a majority of designers and hydraulic-power engineers.
