Who isn't a little confused by the rapidly evolving issues regarding greenhouse gas regulation and their impacts on the power industry? Let's take a step back and assess the competing concerns. Greenhouse gases (GHGs) are a concern to global climate change, so let's start with international efforts. Last December, the 15th United Nations Climate Change Conference was held in Copenhagen and by all assessments did not close with the same optimism with which it opened. The Copenhagen Accord, drafted at the last minute, recognized climate change as one of the most important global issues of our time, but was otherwise toothless in establishing definitive actions, targets and commitments. No baseline year was established for emissions reduction comparisons and no specific plans were agreed upon.
