Carbon regulation is coming. Both anxiously anticipated and intuitively feared, EPA's rules for controlling greenhouse gases (GHG) from existing power plants are expected to be proposed in 2014. Meanwhile, the recently proposed rules for new utility boilers are already generating concern in the power industry. Coal combustion is at the center of both of these regulations.
