When the U.S. Environmental Protection Agen- cy (EPA) finalized its Clean Power Plan, or CPP, in August 2015, several substantial changes from the proposed rule were immediately evident. Because CPP is the centerpiece of the Administration strategy to reduce global greenhouse gas (GHG) emissions, the question of the preferred combination of electric generation is a critical one for determining the effectiveness of the rule, its cost, and the impact on reliability.
