With apologies to Yogi Berra, it. was deja vu all over again. In late May, when the Bush administration unveiled its proposal for a national energy plan—the government's roadmap to a future free from rolling blackouts and wild gas prices—a few things looked mighty familiar. Consider its two cornerstones: more nuclear power plants and more oil and gas drilling. It left some wondering: Was this thing written in 2001 or 1971? To put things into perspective, we hit the road. First stop: Three Mile Island, where public support for nuclear died when a tiny valve malfunctioned 22 years ago. What we found surprised us: Nuclear is about to get a jumpstart, in the form of a new reactor designed fo eliminate the risk of meltdowns.
