PJM adopts gas contingency measure, advances FTR market improvement process

PJM Interconnection stakeholders advanced market design enhancements Thursday, endorsing a natural gas contingency measure to address cyber and physical threats, and moving closer to adopting financial transmission rights market risk mitigation improvements. Existing PJM manual language includes an option for the grid operator to direct pre-contingency fuel switching under “credible physical or cyber threat scenarios to natural gas pipelines,” according to a presentation given at Thursday’s Markets and Reliability Committee meeting. These contingencies involve gas infrastructure component failures, such as pipeline breaks or the loss of compressor stations caused by weather events, cyber threats or physical attacks.
