The EU is set to save an extra 100 million metric tons of oil equivalent of primary energy by 2020 under new energy efficiency rules informally agreed in June. But that would still leave it about 50 million mtoe, or 3 percentage points, short of its voluntary 20% energy efficiency improvement target. The European Commission initially calculated the 20% target as equivalent to a 368 million mtoe primary energy saving by 2020, compared with a business as usual scenario. However, it estimated that the EU would only save about 166 million mtoe based on existing measures, in addition to draft EU legislation on carbon dioxide emissions from cars and vans that would save around 50 million mtoe by 2020, leaving a 152 million mtoe shortfall.
