In his first annual address to the St Petersburg Economic Forum since his return to the presidency, Russian President Vladimir Putin said that the country would de-link the state budget from oil prices. Putin said that in the near future, Russia will adopt new budget principles. "The volume of debt, budget expenditure and long-term investment programs that involve the state will not be linked to the current price of oil," he said. Putin also confirmed plans to privatize many of Russia's state enterprises.
