New EU rules requiring electricity transmission system operators, generators and large energy users to disclose more market data became binding July 5. The EU regulation on submitting and publishing electricity market data requires the EU's formal electricity transmission system operators' body Entso-e to set up a centralized, public, free English-language EU website carrying this data by January 5, 2015. Entso-e published a draft manual July 2 setting out the technical requirements for submitting the data required to be published, and is inviting comments until August 12. The required data include generation outages and actual generation for units of 100 MW and more, generation forecasts, network availability, balancing, cross-border interconnection capacity and demand outages. The manual also classifies 20 different generation plant types, including biomass, different fossil fuels, hydropower, nuclear, wind, solar and other renewables. An example of the required generation data is planned unavailability of 100 MW or more of a generation unit and changes of 100 MW or more in actual availability of a generation unit, expected to last for a least one market time unit.
