Two New England utilities have asked the Federal Energy Regulatory Commission to endorse a bilateral transmission agreement for service across a new participant-funded line to move at least 1,200 MW of Canadian hydropower into the US. Under the proposal, HQ Energy Services, a wholly owned subsidiary of Hydro-Quebec, would assume responsibility for the costs of the extra-high-voltage line and in return would be entitled to capacity on the line. FERC has endorsed participant funding of transmission lines "in appropriate circumstances," Northeast Utilities and NStar Electric said in the filing. However, it "has not addressed the rights that accrue to parties that accept responsibility for funding a new line."
